Panel Discussion: Alberta’s shift toward U.S.-Style two-tier Health Care
Alberta’s Bill 11, the Health Statutes Amendment Act, seeks to replace single-payer universal public health care with a U.S.-style, two-tier health care by allowing private insurance and direct charges for medically necessary care.
This legislation establishes a parallel private market for medically necessary care, where access is based on ability to pay rather than need. In clear contrast, the Canada Health Act—one of our country’s most important achievements—was passed unanimously to guarantee equal access to care without financial barriers, reflecting shared values of equity and compassion.
The push for U.S style two-tier care will not stop at Alberta’s border. This webinar explores what Bill 11 means, why it matters, and what’s at stake nationwide.
