Dear Premier Kenney, Minister Shandro and Minister Luan:
Re: Supervised Consumption Services, Lethbridge Alberta
We write to you in light of the imminent closure of ARCHES, which provides the Lethbridge community with supervised consumption services. As a direct result of recent decisions by your government, ARCHES will no longer be providing supervised consumption, needle collection, outreach and other vital services as of today, which you may know is International Overdose Awareness Day.
International Overdose Awareness Day is an important day for people who use drugs and the international harm reduction community to commemorate the many lives lost to overdose and to amplify the call to scale up life-saving harm reduction measures, such as supervised consumption services. The closure of Lethbridge’s supervised consumption service (SCS) on this day is abhorrent and will undoubtedly result in more overdose incidents and deaths — the legacy of your decision to curb harm reduction services during an overdose crisis.
Defunding SCS in Lethbridge is your government’s reaction to an alleged misuse of public funding by an organization. If a hospital CEO was found to have misused funds; it is nonsensical to respond by cutting off all funding and closing the entire hospital. Yet that has been the response of your government — the difference being the unjust stigma of people who use drugs. Irrespective of any alleged wrongdoing by the organization, substance use is a health issue and continuity of services in Lethbridge should be the priority.
There were up to 800 visits a day to the Lethbridge SCS and countless more to the other 7 Lethbridge programs that you have closed; indeed, it is one of the busiest supervised consumption sites in the world. Not only does the Lethbridge SCS improve health and save lives, research shows that supervised consumption services are cost effective because they prevent HIV and hepatitis C, facilitate access to treatment services, and respond to overdoses that would otherwise involve ambulance and emergency services.
Your government is responsible for maintaining heavily relied-upon, life-saving health services — at least until a safe and evidence-based transition plan is achieved. Instead, your response has resulted in the closure of a vital community service. With its closure, Lethbridge will instead have a mobile van with a three-person capacity, with no supports for drop-ins or for people who smoke their drugs and no Virtual Opioid Dependency Program. The AHS south zone has never before delivered harm reduction services and don’t have the local expertise or reputation required to build trust and engage effectively. It will never be able to replace the previous Lethbridge SCS. Thousands of people who use drugs will go without the support they need. In no uncertain terms: people will die.
For International Overdose Awareness Day 2020, we collectively and wholeheartedly denounce your decision to cut all funding to and close Lethbridge’s SCS, and urge you to immediately reverse your decision and reinstate appropriate funding and support new leadership to scale up SCS in Lethbridge.

En ce qui concerne: Services de consommation supervisée, Lethbridge Alberta
Nous communiquons avec vous en vue de la fermeture imminente de ARCHES, qui procure à la communauté Lethbridge des services de consommation supervisés (SCS). À cause d’une série de décisions de votre gouvernement, ARCHES n’offrira plus de services de consommation supervisée, de récupération de seringues et d’aiguilles, d’intervention de proximité et d’autres services vitaux à partir d’aujourd’hui, qui est, comme vous le savez peut-être, la Journée internationale de sensibilisation aux surdoses.
La Journée internationale de sensibilisation aux surdoses est une journée importante pour les personnes qui utilisent des drogues et la communauté internationale de réduction des méfaits afin de commémorer les nombreuses vies perdues dues aux surdoses et pour insister pour que l’on accorde plus d’importance aux mesures de réduction des méfaits qui sauvent des vies comme les services de consommation supervisée. La fermeture des services de consommation supervisée de Lethbridge en ce jour est aberrante et aura, sans aucun doute, comme répercussion une hausse des incidents de surdose et de décès - un legs de vos décisions qui ont pour effet de réduire les services en réduction des méfaits pendant une crise importante des surdoses.
Le retrait du financement des services de consommation supervisée à Lethbridge est la réponse de votre gouvernement face au détournement présumé des fonds publics. Si le directeur d'un hôpital avait utilisé des fonds à mauvais escient; il serait insensé de réagir en coupant tout financement et en fermant l'hôpital. C'est pourtant la réponse de votre gouvernement - la différence étant la stigmatisation injuste des personnes qui consomment des drogues. Quelque soit les actes répréhensibles, la consommation de substances est un enjeu de santé publique et la continuité des services de réduction de méfaits à Lethbridge devrait être une priorité.
Les services de consommation supervisée de Lethbridge recevaient jusqu’à 800 visites par jour, sans compter l'achalandage des sept autres programmes de Lethbridge qui ont été fermés par votre gouvernement. En effet, les SCS de Lethbridge sont l'un des sites de consommation supervisée les plus fréquentés au monde. Non seulement les SCS de Lethbridge ont un impact positif sur la santé de la population et sauve des vies, mais la recherche montre que les services de consommation supervisée préviennent et diminuent le fardeau économique du VIH et l'hépatite C, facilitent l'accès aux services de traitement et répondent aux surdoses qui autrement impliqueraient les services d'ambulance et d'urgence.
Votre gouvernement est responsable du maintien de services de santé vitaux - au moins jusqu'à ce qu'un plan de transition sécuritaire et fondé sur des données probantes soit mis en place. Au lieu de cela, votre réponse a mené à la fermeture d'un service communautaire vital. Suite à la fermeture du site fixe, Lethbridge disposera plutôt d'une fourgonnette mobile d'une capacité de trois personnes, sans soutien pour les visites sans rendez-vous ou pour les personnes qui fument leurs drogues et sans accès au Programme virtuel de dépendance aux opioïdes. La zone sud des Services de santé de l’Alberta n'a jamais fourni de services de réduction des méfaits et ne dispose pas de l'expertise locale ni de la réputation nécessaire pour instaurer la confiance et s'engager efficacement. Il ne pourra jamais remplacer les anciens SCS de Lethbridge. Des milliers de personnes qui consomment des substances se passeront du soutien dont elles ont besoin. Indubitablement, des personnes mourront.
À l’occasion de la Journée internationale de sensibilisation aux surdoses 2020, nous dénonçons d’une voix unie et forte vos décisions qui ont mené à l’arrêt du financement aux services de consommation supervisée de Lethbridge et nous vous demandons de revenir sur ces décisions et de rétablir le financement approprié et de soutenir les nouvelles initiatives de services de consommation supervisée à Lethbridge.
